We need more information about using the VRay materials in Unreal, and how to do tessellation or another way to implement displacement with them, and whether or not basic things like the Landscape editor, are in some way supported, as I've had a tough time trouble shooting a lot of this stuff. However in UE4, the model looks very glossy (which is not what I want) as you can see in the image. I hooked up the textures to their correct outputs and everything is fine apart from the roughness. I even included the export options from Substance Painter but I really think it has something to do within UE4.

By default all decals use G-Buffer property and will not render (show) in static, baked lighting. To make this work you need to enable D-Buffer option and change your material decal settings.
